Technical Product Manager
Position Type: Remote | Onsite as needed
Contract Length: 10 months, potential extension
Position Overview:
Provides strategic leadership for large-scale digital products that connect millions of residents to critical health and human services and benefits during a period of significant technology and experience transformation. This role partners closely with business, technology, and external stakeholders to define and execute a product roadmap that meets mandated requirements while improving operational efficiency and user outcomes.
Required Skills:
5+ years of experience in technical or strategic product management, leading end-to-end product planning and delivery.
Demonstrated experience delivering technology solutions for Health and Human Services or federally funded programs such as SNAP, Medicaid, TANF, Unemployment Insurance, or similar programs.
Proven experience leading or managing complex technical products that involve legacy systems and complex data structures.
Experience leading cross-functional teams within government or public-sector environments.
Experience communicating effectively with non-technical audiences and building capacity with staff new to Agile and user-centered design practices.
Excellent oral, written, and visual communication skills, with the ability to convey complex concepts clearly.
Strong facilitation and people management skills, including driving alignment across diverse stakeholder groups.
Experience managing vendor teams and coordinating work across multiple vendors.
Drive, refine, and execute a strategic product roadmap aligned with program mandates, business goals, and user needs.
Define product vision, key milestones, and success measures, ensuring alignment with organizational strategies and outcomes.
Lead cross-functional teams to research problems, evaluate opportunities and impacts, and execute implementation plans for new and enhanced products.
Facilitate the development of business, functional, and system requirements using interviews, workshops, document analysis, and process modeling.
Serve as a primary liaison between business stakeholders, IT teams, designers, data teams, and external vendors throughout the product lifecycle.
Translate policy and administrative objectives into effective digital product solutions that deliver measurable public value.
Oversee and coordinate vendor teams, ensuring delivery quality, alignment, and accountability across multiple partners.
Apply user research, analytics, and other data-driven insights to prioritize work and inform product decisions.
Develop, revise, and implement policies, procedures, and standards to improve quality, efficiency, and cost effectiveness.
Synthesize research, analysis, and findings into clear, actionable recommendations and executive-ready deliverables.
Support change management efforts and build capacity with stakeholders new to agile and user-centered design practices.
