Position Overview:
The FAS Solution / Cloud Architect serves as a technical lead responsible for overseeing, governing, and guiding the implementation of a Fiscal Agent Services (FAS) solution within a broader enterprise system. This role partners with business, program, vendor, and technical teams to ensure alignment with regulatory requirements, enterprise architecture standards, and long-term modernization goals.

Position Overview:
The FAS Solution / Cloud Architect serves as a technical lead responsible for overseeing, governing, and guiding the implementation of a Fiscal Agent Services (FAS) solution within a broader enterprise system. This role partners with business, program, vendor, and technical teams to ensure alignment with regulatory requirements, enterprise architecture standards, and long-term modernization goals.
Duties:
- Oversee and guide the technical implementation of the Fiscal Agent Services module within the enterprise system
- Ensure solutions align with CMS guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements
- Lead architectural reviews, assess solution design and implementation, and enforce adherence to enterprise architecture and technical policies
- Evaluate and define system integration needs across modules such as Eligibility, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing
- Provide architectural guidance on system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies
- Develop architectural artifacts including logical and physical diagrams, data flows, integration patterns, and technical roadmaps
- Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, and other applicable security standards
- Participate in governance processes, review change requests, and ensure solutions are scalable, sustainable, and maintainable
- Provide leadership and strategic guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle
Required Skills:
- 10 years of experience in architectural modeling, data management concepts, and security best practices
- 10 years of experience demonstrating excellent communication and stakeholder engagement skills, including the ability to translate technical concepts for non-technical audiences
- 10 years of experience collaborating with vendors, system integrators, and cross-functional teams
- 10 years of experience working with cloud platforms such as Azure, AWS, or equivalent
Preferred Skills:
- 10 years of experience designing or supporting large-scale healthcare or government IT systems, preferably within Medicaid or MES environments
- 10 years of experience with the MITA framework and federal interoperability requirements
- 10 years of experience with modern and legacy technologies, including Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, and HTML5
- 10 years of experience working with databases, ETL tools, relational databases, SharePoint, X12, and legacy systems
- 10 years of experience in enterprise integration, service-oriented architecture (SOA), APIs, cloud computing, ETL, and modular system design
- 8 years of experience working with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES)
- 8 years of experience holding relevant certifications such as AWS or Azure Architect, or equivalent
- 8 years of experience in state government, public sector consulting, or large enterprise architecture roles
