Position Overview:

We are seeking an experienced and detail-oriented Sourcing Consultant to lead and support sourcing initiatives, including the development of comprehensive solicitations such as IFBs, RFPs, and RFQs. This role will collaborate closely with internal stakeholders, finance teams, and vendors to ensure sourcing strategies align with organizational objectives and compliance standards.

Duties:
  • Lead and support sourcing initiatives by gathering and analyzing procurement requirements.

  • Develop and manage end-to-end solicitation processes, including IFBs (Invitation for Bids), RFPs (Requests for Proposals), and RFQs (Requests for Quotes).

  • Draft, review, and finalize comprehensive solicitations and Statements of Work (SOWs).

  • Collaborate with internal stakeholders, finance teams, and vendors to ensure sourcing strategies align with organizational goals and compliance standards.

  • Define clear procurement objectives, scope of work, and appropriate terms and conditions within solicitations.

  • Apply strategic thinking and problem-solving skills to improve procurement processes and address sourcing challenges.


Required Skills:
  • 5 years of experience in sourcing, procurement, or contract management.

  • 5 years of experience developing and managing the full solicitation process, including IFBs, RFPs, and RFQs.

  • 5 years of experience drafting, reviewing, and finalizing solicitations and Statements of Work.

  • 5 years of proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.

  • 5 years of strong writing, communication, and analytical skills.

  • 5 years of experience working with procurement processes and contractual terminology.


Preferred Skills:
  • 5 years of understanding of Virginia state procurement policies.

  • 3 years of knowledge and understanding of the Agency Procurement and Surplus Property Manual (APSPM).

  • 3 years of knowledge and understanding of the Virginia Public Procurement Act (VPPA).
