Position Overview: This role supports end-to-end IT procurement activities, ensuring technology purchases are executed efficiently, compliantly, and deliver optimal value. The position partners closely with procurement, finance, vendors, and internal stakeholders to manage sourcing strategies, contracts, and competitive procurement processes in a fast-paced environment.
Required Qualifications
Ability to quickly learn and apply procurement rules, policies, and tools within a structured public-sector environment
Experience supporting IT procurement processes, including obtaining supplier quotes, tracking approvals, processing contract amendments, and enforcing vendor terms
Familiarity with contracting laws and state procurement regulations
Proficiency in Microsoft Word, Excel, and PowerPoint for documentation, reporting, and analysis
Strong multitasking and task management skills, with the ability to plan, organize, and manage multiple procurement activities simultaneously
Experience in supplier and contract management, including managing vendor relationships, monitoring contract performance, and supporting negotiations
Preferred Qualifications
Certification as a Virginia Contracting Associate (VCA)
Certification as a Virginia Contracting Officer (VCO)**
Duties:
Analyze requisitions for IT goods and services (hardware, software, and services) and execute procurements in accordance with established policies and procedures
Manage formal procurement processes, including Invitations for Bid (IFBs) and Requests for Proposal (RFPs), ensuring full regulatory compliance
Develop procurement strategies, recommend appropriate contract vehicles, and identify alternative sourcing options
Draft, manage, and maintain contractual agreements, including term contracts for professional and non-professional services
Negotiate contract terms, conditions, and revisions in coordination with legal stakeholders
Ensure compliance with small business participation initiatives and applicable procurement requirements
Serve as a liaison between vendors, procurement authorities, and internal business units
Advise stakeholders on procurement methods (IFBs, RFPs, RFIs, SOWs, cooperative contracts, and sole-source justifications)
Provide regular updates on procurement status, vendor performance, pricing, and sourcing alternatives
Support end users with procurement-related inquiries and ensure adherence to proper procedures
Evaluate complex, technical IT procurements in collaboration with subject matter experts and cross-functional teams
Apply procurement laws, regulations, and best practices to all purchasing activities
Maintain accountability for responsible use of organizational resources and compliance with all governing policies
