Position Overview: Senior Project Manager responsible for leading multiple concurrent technology initiatives, providing end-to-end project management, requirements tracking, and light business process definition within a matrixed environment. This role ensures alignment between business needs and technical solutions while driving execution across cross-functional teams, vendors, and stakeholders.
Duties:
Lead and manage multiple technology projects of varying size, including in-flight initiatives, across diverse business areas
Coordinate cross-functional teams spanning security, infrastructure (cloud and on-prem), integrations, data conversion, GIS, and other technical domains
Track and manage project requirements, ensuring alignment with business needs and successful delivery outcomes
Collaborate with business stakeholders to define and document business processes and translate them into actionable requirements
Apply PMBOK methodologies, tools, and governance standards throughout the project lifecycle
Develop and maintain detailed project plans, including scope, schedule, cost, risk, and resource management
Monitor project performance using metrics such as schedule performance index (SPI) and implement corrective actions as needed
Facilitate communication between technical teams, business stakeholders, and vendors to ensure clarity and alignment
Manage vendor relationships, including issue tracking, resolution, and support for contract negotiations
Support testing, defect management, and quality assurance processes to maintain project integrity and timelines
Utilize data analysis to identify trends and provide data-driven recommendations to stakeholders
Prepare and deliver clear, concise project updates and reports for diverse audiences
Build strong relationships with internal and external stakeholders to foster collaboration and trust
Apply estimation and analytical techniques to support business cases and process improvement initiatives
Promote coordination of planning, scheduling, and execution activities across project teams
Continuously adapt to changing business priorities, organizational needs, and project environments
Ensure adherence to security, regulatory, and compliance requirements, including CJIS standards
Drive decision-making by gathering input, evaluating options, and presenting cost-benefit analyses
Maintain a high standard of customer service through effective communication, responsiveness, and execution
Independently manage priorities, timelines, and deliverables while proactively seeking guidance when needed
Required Qualifications:
5 years of experience holding a PMI PMP credential (VITA Project Management Certification considered)
10 years of extensive lead project management experience managing schedule, scope, and budget for technology projects of varying size, including enterprise-level initiatives
10 years of experience directly managing business stakeholders and project team members, with the ability to define direction and build consensus
10 years of experience applying project governance through the creation and management of governance artifacts such as project charters and change management plans
10 years of experience delivering clear and concise oral and written communication tailored to both technical and non-technical audiences
10 years of proficiency using Microsoft Office tools, including Project, Excel, Word, PowerPoint, and Teams
Preferred Qualifications:
5 years of project management experience within state or local government environments
