IT Governance Analyst

Position Overview:
Seeking a Technical Lead with minimum 10 years of IT experience for a cloud-based software development project with the initial phase currently in progress.
Duties:
Act as the Technical Lead for the development team.
Provide oversight, direction, and consultation to the project development team throughout the entire project lifecycle.
Work with the project manager to ensure adherence to project management disciplines and compliance with agency and Commonwealth policies, procedures, standards, and guidelines.
Review and validate project deliverables for accuracy, completeness, and compliance.
Ensure the project has a valid project plan covering scope, tasks, schedules, estimates, and status.
Disseminate project information accurately to IT management.
Direct corrective actions when performance does not meet objectives.
Monitor project progress and provide timely updates on status, issues, and risks to Agency leadership.
Serve as a liaison between Agency leadership and VITA in coordination with the project manager.
Assist in preparing reports and materials for scheduled project reviews with Agency leadership, VITA, and the oversight committee.
Required Skills:
10 years of proven experience as a technical lead or in a similar role leading development teams through the full project lifecycle on large-scale projects.
10 years of extensive knowledge of Azure Cloud Services, including Azure App Services, Azure Functions, Azure DevOps, Azure Storage, Azure Kubernetes Service, and Azure Active Directory.
10 years of proficiency in one or more programming languages such as C#, .NET, Python, or JavaScript.
10 years of solid understanding of RESTful APIs, microservice architecture, and serverless computing.
10 years of familiarity with monitoring and logging tools like Azure Monitor and Application Insights.
10 years of experience with SQL and NoSQL databases in Azure, such as Azure SQL and Cosmos DB.
10 years of understanding of secure coding practices, role-based access control (RBAC), and compliance frameworks like GDPR or ISO.
10 years of strong grasp of Agile/Scrum practices, ceremonies, and iterative development.
10 years of experience working closely with Product Owners, Scrum Masters, and stakeholders.
10 years of experience guiding junior developers, promoting best practices, and maintaining code quality.
10 years of ability to translate technical concepts for non-technical stakeholders.
10 years of clear communication skills across distributed teams.
10 years of problem-solving and architectural decision-making skills.
10 years with a bachelor’s or master’s degree in Computer Science, Engineering, or a related field.
Preferred Skills:
10 years holding a Microsoft certification as DevOps Engineer Expert.
10 years holding Scrum certifications such as SAFe.
