Position Overview:
The Senior GIS Project Manager leads enterprise-scale geospatial initiatives, driving the planning, coordination, and execution of GIS projects that enhance infrastructure management and interagency efficiency. This role combines strategic project leadership with deep technical expertise to deliver reliable, innovative geospatial solutions.

Required Skills:
  • 3+ years of experience supporting or managing projects in ArcGIS Enterprise–based systems and geospatial applications.
  • Experience in project management with multi-team IT coordination responsibilities.
  • Strong understanding of enterprise architecture, cloud concepts, web GIS development, and DevOps workflows.
  • Proven ability to write, maintain, and organize detailed technical documentation.
  • Demonstrated experience with structured testing methodologies and test management tools.
  • Excellent communication, facilitation, and team leadership skills, with knowledge of GIS integrations.
  • Comfort navigating multi-agency governance and IT prioritization processes.
Preferred Skills:
  • PMP, PMI-ACP, Agile/Scrum Master, or similar certification.

Duties:
  • Define project charters, deliverables, budgets, and schedules in alignment with strategic priorities.
  • Manage cross-functional teams and vendor resources to deliver complex GIS projects on time and within scope.
  • Translate business needs into geospatial system requirements, including technical specifications, data workflows, and interface definitions.
  • Coordinate ArcGIS Enterprise deployment, upgrades, configuration, service publishing, and system integration.
  • Create and maintain requirements traceability matrices linking requirements to design, testing, and acceptance.
  • Facilitate stakeholder communication, workshops, and reporting to ensure alignment with mission objectives.
  • Oversee test execution, defect tracking, and user acceptance testing across multiple environments.
  • Ensure digital accessibility, system performance, data integrity, service reliability, and API response behavior.
  • Produce status reports, dashboards, and presentations to communicate project progress and outcomes.
  • Navigate multi-agency governance and IT prioritization processes to support enterprise GIS strategy.
